A: Yes. When a reviewer returns their review the editor is given an opportunity to rate the reviewers performance. When making a decision on a submission the editor clicks to the "read reviewer details" link to get to the reviewers portfolio. It is at this point that the editor can rate the reviewer on a scale of 1-100.
